Founders and media buyers rarely ask the same questions when they hire a PPC agency. Founders want growth. Buyers want throughput: how many creative variants shipped last week, how fast losers got paused, and whether anyone opened the account on a Thursday.

1. Snowball Creations
Best for: 7-figure SaaS, B2B, and homeware brands that want a specialist testing and scaling accounts every week.
Snowball is a paid-ads agency for two kinds of brand: founder-led SaaS and B2B companies, and homeware and furniture ecommerce. Founded and led by Max Sinclair, it runs Google Search, Shopping and Performance Max, Meta, LinkedIn, Microsoft and TikTok, with Amazon and Wayfair available for homeware clients that need them. The piece media buyers notice first is Snowball Studios, the in-house creative studio — so testing new ads does not wait on a client design queue.
The working method is built for testing. Stage one (“finding the fit”) puts spend into a wide range of A/B variants across targeting, messaging, and creative. Stage two (“scaling the spend”) protects winners with about 80% of budget and keeps about 20% in new tests. Conversion tracking — including offline conversions — is set up at the start, and the commercial terms on the site are an initial three-month commitment, then one month’s rolling notice.

2. Elevate UK
Elevate UK positions itself as focused on client businesses since 2011, from an office on City Road in London. Co-founders Jerry Figueroa-Lee and Chris Thirkill quote over two decades of combined digital experience, and staff tenure of 5–15 years — long for an agency. It is a Google Partner, a Meta Partner, and a Shopify Partner, running Google Search, Display, Shopping, Performance Max and YouTube alongside LinkedIn, Facebook, Instagram and X.
Homepage headlines lean on efficiency: 59% more leads per pound spent, 44% average increase in Shopping and Performance Max return, and 42% more clicks per pound. Clutch lists it as a top PPC company. The site shows no team roster beyond the founders and no pricing.
Best for: B2B lead generation and Shopify brands that want a small, stable London team.
3. The PPC People
The PPC People does one platform and says so. Based in Colchester with a West Midlands branch, and founded in 2018 by Elliot Smith and Andy Youngs, the 15-person team runs Google Search, Shopping, Display and Performance Max as part of the Website Design Ltd Group. It is a Google Partner and publishes fees: Starter at £185 a month, Professional at £250, Enterprise at £500, and an Unlimited tier on request.
Case studies are local businesses and trades — for example a 103% increase in conversion rate and 118 enquiries in a client’s first month. The trade-off is obvious: no Meta, no Microsoft, no cross-channel creative testing, but a clean Google account at a price a small business can carry.
Best for: small businesses that only need Google Ads and want a fixed monthly fee.
4. Fly High Media
Fly High Media was founded in Manchester in 2016 by Matt Pyke and now works from Piccadilly Place and a head office in Ellesmere Port. The 13-person team covers Google Ads, Microsoft Ads, Facebook, Instagram, TikTok and LinkedIn, plus SEO, web design and digital PR, and has started offering AI search optimisation. It is a Google Partner and holds Cyber Essentials.
Results on the site include 92% better PPC returns for a tooling retailer, a 218% year-on-year increase for a running-shoe ecommerce brand, and 291% more conversions for a distribution business. The agency was a European Search Awards finalist in 2025 and a Prolific North Top 25 winner. SEO leads the service list, so PPC sits inside a generalist offer. No pricing is shown.
Best for: northern brands that want paid search run alongside SEO and creative by one team.
5. SEM Consultants
SEM Consultants started in Birmingham in 2008 as an SEO and PPC start-up and still runs both, with social, web, brand and email added over time. The nine-person team includes several dedicated paid roles for an agency this size. It shows Google Partner and Microsoft Advertising Partner badges, and covers Google Ads, Google Shopping and Amazon advertising.
One client grew online sales to over £1,200,000 through Google Shopping, according to the case study. The team is multilingual, useful for brands selling into Europe. No pricing is shown.
Best for: Midlands ecommerce brands that sell on Google Shopping and Amazon and want both handled in one place.
6. Kumo
Kumo is a Nottingham SEO and PPC agency working from the NBV Enterprise Centre. It runs Google Search, Display, Remarketing and Shopping, Bing Ads and social ads, and is both a Google Partner and a Microsoft Advertising Partner. The site notes that Google’s Elevator programme recognised Kumo as one of the top 30 performing digital agencies in the UK — a recognition that dates from 2017.
Clients named include Yappl, School of Wok, Spoilt, GeoBear and Little Star Jewellery, and one testimonial talks about working together for over a decade. The site is thin on process: no team page, no written case studies, and the PPC page still calls the platform Google AdWords. A free PPC audit is offered.
Best for: East Midlands businesses that want a long-standing local partner and are happy to ask for detail on a call.
7. Advantage Digital
Advantage Digital is a Cardiff PPC agency on Museum Place that runs Google Ads, Facebook, Instagram, Amazon Ads, Microsoft Ads, YouTube and LinkedIn for ecommerce and lead generation clients. It displays a Google Partner logo, charges a fee rather than a cut of ad spend, and works on rolling monthly contracts.
Quoted results include a 12x return on ad spend for a beauty brand, a 324% revenue increase for a pet accessories brand (from £33k to £140k a month in six months), and a 1,676% revenue increase for a gifting brand (from £41k to £728k in two years), with a 96% client retention rate over nearly three years. The whole website is a single page, with no team or founding details — so ask.
Best for: Welsh and south-west ecommerce brands that want paid social and search from one small team.
8. Growroom
Growroom is a young agency, founded in Shrewsbury in 2022, with ten named people and Google Partner status. It quotes minimum fees of around £1,500 a month for paid media, which puts it above the fixed-fee shops on this list and below the specialists, and it is a member of 1% for the Planet.
A four-year-old agency has less track record to show, but it also has no legacy accounts to hide behind, and ten people for a firm that age suggests it is winning work.
Best for: Shropshire and West Midlands brands that want a growing team with mid-range fees.
9. Tillison Consulting
Tillison Consulting, based in Cowplain in Hampshire, has been a Google Premier Partner since 2016 and in business since 2007. Mark Tillison leads a team of six covering Google Ads, Google Shopping, Microsoft Advertising and social ads, with SEO, web design and CRO alongside, across WordPress, Shopify and WooCommerce sites. The site reports managing more than £3 million in online paid advertising and a 4.9 out of 5 rating.
For a buyer, the interesting fact is the Premier badge on a six-person firm. Pricing is not published.
Best for: south-coast businesses that want a senior, small team with Premier Partner credentials.
10. Trio Media
Trio Media is a 16-person Leeds agency led by CEO Claire Daniels, with Google, Meta and TikTok partner status and LinkedIn in the mix. Paid media is one strand of a wider offer that includes web design and SEO, with a Paid Media Manager and a Paid Media Executive named on the team page.
Case studies include an 85% increase in conversions for a Japanese knotweed specialist and three years of Christmas campaign growth for Stockeld Park. No pricing is shown.
Best for: Yorkshire businesses that want one agency across paid, web and organic.

Three things, in our experience running high-volume Meta launches for performance teams:
- Cadence. An account someone opens every week with a checklist beats an account that gets a monthly PDF.
- Creative throughput. Search still responds to copy and feed quality; Meta and TikTok are decided by creative. An agency with no way to produce and test variants quickly has one hand tied.
- Honesty about tracking. The best teams build conversion tracking before spending a pound and tell you when the data is not good enough to optimise on.
Only one agency on this list has its own creative studio in the model, and it is the one at the top. Most of the others are search specialists or full-service teams for whom creative is a client deliverable — fine if your team can supply it.
Frequently asked questions
What should a UK PPC agency cost?
Fixed fees on this list range from £185 a month for a single-platform local account to mid-four-figures for specialists. Anything charged as a percentage of spend deserves a second look — it pays the agency more for spending more, not for performing better.
Is a Google Premier Partner better than a Google Partner?
Premier is harder to get. Google awards it to the top few percent of participating companies each year based on spend, growth, and certification. It says an agency runs meaningful budgets well. It does not say they know your sector.
How many ad variants should an agency be testing?
More than most do. In the first three months, expect a wide test across audiences, messages, and creative, then a narrowing as winners emerge. If an agency is still running the same three ads it launched with, the account is coasting.
Do I need a specialist agency?
If you sell software or high-value products and spend more than a few thousand pounds a month, yes — specialists have already learned what works in your sector on someone else’s budget. If you are a local business with a small Google account, a good fixed-fee generalist is usually better value.
